Job Description

Ocean Associates, Inc. (OAI) is seeking a Scientist to provide support to the NOAA National Marine Fisheries Service (NMFS), West Coast Region Sustainable Fisheries Division (SFD) in Seattle, WA. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species. The candidate will provide support services to draft and edit EIS and NEPA documents related to groundfish management. The Groundfish Branch in SFD is responsible for the federal rulemakings to adjust management for the Pacific Coast groundfish fishery. These federal rulemakings are supported with an analysis of environmental impacts under the National Environmental Policy Act (NEPA). The Groundfish Branch coordinates all NEPA activities with Council, General Counsel Northwest, and other staff in the West Coast Region. 

 

DUTIES

The candidate shall provide the following services and complete the following projects:

  • Serve as the technical editor for a final Environmental Impact Statement supporting a major SFD and Council initiative to revise Pacific coast groundfish management areas, including adjustments to Essential Fish Habitat Conservation Areas, the trawl Rockfish Conservation Areas, and conservation areas for other unique habitats. The contractor shall incorporate technical and narrative edits provided by SFD, NOAA General Counsel, other West Coast Region divisions, and Council staff. The lead SFD staff person responsible for managing this project will transmit comments from these groups to the contractor. 
  • Serve as a technical editor for a range of other SFD-generated NEPA and other technical documents supporting other regional rulemaking priorities, including but not limited to the 2019-2020 Specifications, a rulemaking adjusting trawl gear requirements for the Pacific coast groundfish fishery, and a rulemaking adjusting management measures for blackgill rockfish. The contractor shall work directly with the SFD staff leads person responsible for managing these projects. The contractor shall incorporate technical and narrative edits provided by SFD, NOAA General Counsel, other West Coast Region divisions, and Council staff. The lead SFD staff person responsible for managing this project will transmit comments from these groups to the contractor. 

 

Location:Seattle, WA.

REQUIRED KNOWLEDGE AND EXPERIENCE

Selected individual(s) must have the following minimum qualifications:

  • Bachelor's degree, or higher, from an accredited college or university with a major directly related in a field of study as related to the requirements of specific task order with emphasis in fisheries, oceanography, social science, natural science, mathematics, or hydrology, plus seven (7) years of experience in related field or combination of such totaling twelve (12) years combined education and experience. Master’s Degree in related field plus four (4) years’ experience or Ph.D. may be substituted for experience. 

Additional required qualifications include:

  • Experience in policy and analysis related to fisheries or other renewable natural resources. 
  • Experience as lead analyst in preparing NEPA analytical documents (CEs/FONSI’s, EAs, EISs). 
  • Experience in formatting, structure, content, and technical editing of NEPA documents. 
  • Ability to work closely with people from diverse scientific and technical backgrounds. 
  • Ability to work independently, and be solution-oriented.
